You may want to look at PGP NetShare were the encryption follows the file or folder.  I've attached the PGP NetShare Quick Start Guide as a reference.  This can be set up without a server which is discussed in the guide.

FYI - PGP also has FDE, Virtual Disk, IM, and Email Encryption available.  Additional Quick Start Guides for PGP FDE and Messaging can be downloaded from this link:

Isn't it always the case when you move a file from an encrypted volume to a
non-encrypted?  I believe software gives you the option of
encrypting/decrypting/encrypting transparently though.

Your best bet would be to copy the encrypted volume (some programs call it
vault).  For example, copy an entire truecrypt volume or en encrypted .dmg
on Macintosh.
