[FDE] FDE AES256 import ban or prohibition - Asia

I believe that for China at the moment you need government
certification for any crypto technology, which can only be achieved by
Chinese owned companies (not out-of-China organisations)

Certainly we had to go through the effort to be allowed an import
licence.
