Since PGP doesn't sell a Whole Disk subscription license you may want to consider PGP Storage or PGP Desktop Professional which do offer a subscription option. Here is a link to a comparison chart:

Although best practice would be to deploy the PGP Universal server so that a Whole Disk Recovery Token would be available in the event someone forgets their pass phrase. You'll need to check with ANI on their pricing options to host the PGP Universal Server.

I looked at ANI Direct. Seems like the only services they provide are
onsite maintainance of the PGP Universal Key Server or hosting of our
Universal Key Server in their data center.
My client is a non-profit with 25 laptops to secure. Setting up a
whole Universal Key server for 25 seats seems a little overkill.
What I was looking for was a subscription based service where I don't
have to worry about any servers. Something similar to Alertsec. Only
cheaper. $7/month is the max my client can afford.
